The City Administrator, or designee, shall establish a City policy which requires consideration of purchasing goods, services and construction work from Mason City owned businesses and from targeted small businesses which offer their goods, services and construction work at a cost and consideration, relatively equal to businesses not located in the corporate limits of Mason City.
