Before any vehicle so removed and stored shall be reclaimed by the owner or other claimant, he shall satisfactorily identify himself and establish his right, title or interest to said vehicle and shall pay all costs and charges in connection with the removal and storage of said vehicle and all costs of service of notice. It shall be unlawful for any person to reclaim such vehicle without first paying all of the costs and charges pertaining to the removal and storage of said vehicle. (Ord. 12-17, 12-18-2012)
