No person riding upon any bicycle shall attach the same or himself to any other vehicle upon a roadway. It is unlawful for any person riding a bicycle upon the public roadways of the City to tow or attach any wheeled cart or extension to the bicycle unless the attached object is specifically manufactured for such use and utilized according to the manufacturer's instructions.
