9-9-3: REMOVAL OF TAG/ALTERATION OF SERIAL NUMBER:
No person shall remove a license tag from a bicycle during the period for which issued unless the bicycle is permanently dismantled or the bicycle is no longer operated upon any street in this City. It is unlawful for any person to wilfully or maliciously remove, destroy, mutilate or alter the manufacturer's serial number of any bicycle. It is unlawful to possess a bicycle in the City whose serial number has been intentionally removed, defaced, or altered to prevent identification. Bicycles with missing, altered, or obscured serial numbers may be seized by police in an attempt to verify ownership. Police Department staff have discretion to allow verified legitimate bicycle owners to retain their bicycle if they have reported their bicycles stolen to police contemporaneous to the recovery of reported but altered bicycle.
