The purpose of this chapter is to prescribe the City Administrator's, or a designee, authority to administer public improvement contracts. In order to protect the public interest, it is the expressed purpose of this chapter to simplify, clarify and modernize the City's contract letting procedure to prevent fraud, misrepresentation, collusion, favoritism, discrimination, improvidence, price fixing and bid peddling in the administration of public contracts.
