This chapter shall implement the provisions of Iowa Code chapters 23A.3, 26.3, 73A, 362, 572 and 573 regulating the advertisement and award of public improvement contracts. This chapter establishes uniform requirements for construction contractors, subcontractors, vendors and suppliers who perform services or construction work for a governmental body of the City on public improvement projects, and is to be construed, applied and enforced in accordance with Iowa law.
