Any person notified pursuant to section 8-8-16 of this chapter who objects to the amount of expense demanded from him may have a hearing before the Finance Committee of the City Council, or such other person or hearing body as it may designate. The hearing shall be limited to the question of the reasonability of the amount of expense demanded. A request for hearing must be in writing and filed with the City Administrator within ten (10) days after the date of the Finance Director or designee's demand for payment. Any collection actions will be stayed upon the filing of a request for hearing until a final determination by the committee. The determination of the committee shall be conclusive, and shall be communicated in writing to the objector. The City Clerk shall then proceed in the manner set forth in Iowa Code section 384.59(2), taking into account any modifications by the committee in the amount of expense due. (Ord. 13-23, 7-16-2013)
