It shall be the duty of the Chief of Police and of every member of the Police Department to preserve the peace, to enforce the laws of the State and the provisions of this Code, to protect persons and property, to guard the public health, to prevent crimes and to arrest persons offending against the laws of the State, the provisions of this Code or the lawful orders of the police.
