As set out in section 400.13, Code of Iowa, the Chief of Police shall be appointed by the City Administrator, subject to the approval of the City Council, and shall hold office thereafter, or until a successor is duly appointed and qualified. The Chief of Police shall be responsible for the discipline, control and efficiency of the department and shall have authority over all members of the department and the assignments thereof.
