7-2-28: FLIGHT INSTRUCTION:
   A.   Statement Of Concept: A flight instruction operator is a person certified by the FAA for and engaged in the instruction of pilots in the operation of fixed or rotary wing aircraft, with such instruction to include ground school and flight checks designed to prepare students for meeting requirements for licensure and rating as pilots.
   B.   Minimum Standards:
      1.   The operator shall lease from the commission an area of not less than six thousand (6,000) square feet of ground space including a building thereon providing at least four thousand (4,000) square feet of floor space for aircraft storage and at least one thousand (1,000) square feet of floor space for office, customer lounge and restrooms. The operator shall be responsible for heating, lighting and making adequate arrangements for customer access to the building and furnishing it with communication facilities, including a point of contact, for customer use.
      2.   The operator shall have available for use in flight instruction, either owned or under written lease to operator, not less than two (2) properly certificated aircraft, at least one (1) of which shall be a four-place aircraft, and at least one (1) of which shall be equipped for instrument flight instruction.
      3.   The operator shall provide services upon the leased premises eight (8) hours daily, six (6) days per week. The operator shall employ trained personnel in such numbers as may be required to meet the minimum standards in an efficient manner, who shall include not less than at least one (1) flight instructor certified by the FAA to provide the instruction offered.
      4.   The operator shall carry the following insurance with the limits specified:
         a.   Aircraft liability: Bodily injury and property damage combined, one million dollars ($1,000,000.00) single limit per occurrence; passenger liability, one million dollars ($1,000,000.00) per occurrence; limited to two hundred thousand dollars ($200,000.00) per passenger.
         b.   Comprehensive public liability and comprehensive property damage: Bodily injury and property damage combined, one million dollars ($1,000,000.00) single limit per occurrence.
         c.   Student and renters' liability: One hundred thousand dollars ($100,000.00) per occurrence. (Ord. 08-09, 8-5-2008)
