Schedules of rates and charges for all certificated air carriers shall be set by the commission and revised whenever deemed necessary by the commission. Rates and charges shall include landing fees, floor rental charges and other charges that are pertinent to the operation of the airport. Such fares and charges shall apply without discrimination to all certificated scheduled and nonscheduled air carriers using the airport. Landing fees will be based on a weight frequency basis unless otherwise specified in a written agreement between the commission and the carrier. No person shall operate from the airport any aircraft that is not fully certificated by and registered with the FAA and carrying a current certificate of airworthiness, with the exception of government owned aircraft.
