The Airport Commission shall annually certify to the City Council the amount of tax required for airport purposes in the ensuing fiscal year and shall present to the City Council detailed budget estimates which shall be subject to approval, increase or decrease at the discretion of the City Council. All funds derived from taxation or otherwise for airport purposes shall be under the sole and absolute control of the Airport Commission for the purposes prescribed herein, and shall be deposited with the City Clerk to the credit of the Airport Commission, and shall be disbursed only on orders of the Airport Commission by written warrants of the City Finance Director, pursuant to mutually acceptable procedures established by the Airport Commission and City Council.
