This chapter shall be applicable only to wash racks, grease pits, air conditioning and cooling equipment, downspouts, drain tiles or other surface or subsurface drainage systems situated on a lot adjacent to a storm sewer or if not adjacent, upon a lot which has access not exceeding one hundred feet (100') distance to a usable storm sewer.
