6-2-1: GENERAL PROVISIONS:
   A.   Intent: This chapter is to implement provisions of the Act, the General Pretreatment Regulations and the Iowa Administrative Code, chapter 567, sections 62.4 and 62.8. This chapter is to be construed and applied in accordance with the Clean Water Act amendments, the General Pretreatment Regulations, the Iowa Administrative Code and the purpose and policy provisions set forth in subsection B of this section.
   B.   Purpose And Policy: This chapter regulates the use of sewers, private disposal, the installation and connection of building sewers and the discharge of water and waste into the sewers and drains of the City sewage system, and the City's publicly owned treatment works (POTW). This chapter sets forth uniform requirements for dischargers into the collection and treatment systems for Mason City and enables the City to comply with all applicable State and Federal laws including the Clean Water Act (33 USC 1251 et seq.), and the General Pretreatment Regulations (40 CFR part 403). The objectives of this chapter are:
      1.   To prevent the introduction of pollutants into the POTW that may interfere with the operation of the system or interfere with sludge management and disposal;
      2.   To prevent the introduction of pollutants into the POTW that may pass through the system inadequately treated and ultimately into receiving water, the atmosphere or otherwise be incompatible with the system;
      3.   To ensure that the quality of the treatment plant sludge is maintained at a level which allows its use and disposal in compliance with applicable statutes and regulations;
      4.   To protect workers' safety and health and to protect against damage to the POTW;
      5.   To improve the opportunity to recycle and reclaim sludge from the POTW;
      6.   To provide for equitable distribution of treatment and industrial pretreatment costs resulting from pollutants introduced into the POTW;
      7.   To enable the City to comply with its NPDES permit conditions, sludge use and disposal requirements and any other Federal or State laws to which the POTW is subject.
   C.   Administration: Except as otherwise provided herein, the Superintendent shall administer, implement and enforce the provisions of this chapter. Any powers granted to or duties imposed upon the Superintendent may be delegated by the Superintendent to other City personnel.
   D.   Interpretation: This chapter shall be construed and interpreted to conform with 40 CFR chapter I and it is the intent of this chapter that it comply with said Federal regulations. (Ord. 94-14, 7-5-1994)
