No excavation which may involve the uncovering of any part of any main, water pipe, fixture or appliance of the waterworks system of the City shall be begun or made in any street, alley or public ground until the excavator shall have secured the permit from the Engineering Department, which permit shall designate the place and limits of the proposed excavation. The City Engineer shall require that proper protection be made for all such mains, pipes, fixtures and appliances. No excavation involving such mains, pipes, fixtures or appliances shall be refilled until inspection of the work shall have been made by the City Engineer and his written permission obtained therefor.
