Water mains may be extended at the discretion of the City Engineer and said City Engineer may require that the cost of such extension be paid by owners of property that would be served by such extension. All water mains or extensions thereof shall be installed by and under the direction of the City Engineer. No water main or extension thereof shall be installed in any street or property until the same shall have been brought to grade; and, provided further, that the property to be connected to said water main is accessible to sewer connections and sewer connections have been arranged for, subject to the City Council's direction.
