For the purposes of this article, the following definitions shall apply:
DOMESTIC REFUSE: | The types of waste which normally originate in the residential household. It shall typically include, but not be limited to, wastepaper, rags and clothing and refuse that is not identified as an accepted recyclable material by the Sanitation Division. It shall not include dead animals or animal excrement. |
GARBAGE: | Waste resulting from the handling, preparation, cooking and serving of foods, including cans, bottles and cartons in which it is received and wrappings in which it may be placed for disposal, including waste that is not identified as an accepted recyclable material by the Sanitation Division. |
OWNER: | In addition to the record title holder, includes any person residing in, renting, leasing or occupying any premises and as between such parties the duties, responsibilities, liabilities and obligations hereinafter imposed shall be joint and several. |
PERSON: | An individual, or group or association of individuals; a firm or any member thereof; a corporation or any executive officer, manager, person in charge or employee thereof. |
RECYCLABLES: | Materials such as paper, cardboard, plastic, glass and metal, identified by the Sanitation Division of the Operations and Maintenance Department to be recyclable, based upon materials accepted by contracted recyclers. |
RESIDENTIAL PREMISES: | All single-family dwellings and two- family dwellings. |
SOLID WASTE: | Unwanted or discarded materials resulting from commercial, industrial, domestic and agricultural operations and normal community activities. Wastes which are solid or semisolid containing insufficient liquid to be free flowing are considered to be solid wastes and include in part the following: refuse, ashes and other residue of incineration, street refuse or sweepings, dead animals, solid animal waste, agricultural, commercial and industrial wastes, construction and demolition wastes and certain sewage treatment solid residue. |
YARD WASTE: | All organic debris (e.g., grass clippings, leaves, tree limbs, bark, branches, flowers, etc.) which is produced as part of yard and garden development and maintenance; does not include tree stumps. (Ord. 96-7, 3-5-1996; amd. Ord. 24-11, 7-16-2024) |
