Whenever an authorized Municipal officer has probable cause to believe that a nuisance or other condition which is listed in section 4-1-1 of this chapter exists, he or she may cause to be served upon the property owner as shown by the records of the County Auditor, a written notice to abate the nuisance within a reasonable time after notice. In the alternative, an authorized Municipal officer may cause to be served upon the property owner a citation for a Municipal infraction setting forth a specific violation of this chapter.
