Every tree trimmer shall, annually before engaging in work on any tree on or overhanging any public street, sidewalk, alley or other public property or on any tree whose height is greater than the distance from the base of such tree to any public street, alley, sidewalk or other public property, obtain a license therefor from the City Clerk.
