As set forth in chapter 453A, Code of Iowa, it shall be unlawful for any person to sell cigarettes, cigarette papers, wrappers or tubes at retail without first having obtained a permit. Permit forms are available online from the Iowa Alcoholic Beverage Division website or at the City Clerk's Office. Tobacco establishments must submit the completed form to the City Clerk.
