The purpose of this chapter is to provide for the administration of licenses and permits and for local regulations and procedures for the conduct of the sale and consumption of beer, wine, and liquor, and to ensure the protection of the safety, health, tranquility and general welfare of this community, as set out in chapter 123, Code of Iowa.
