The board shall have the authority to make decisions relating to the administration, operation, operating budget, and management of Federal public housing programs and Section 8 Tenant Based Rental Assistance Programs and to expend for and on behalf of such public housing authority all sums of money so appropriated. All such expenditures shall be made pursuant to and in conformance with the board's established policies and procedures. The board shall have no power to contract debts beyond its budget set for the fiscal year in which the debt is to be paid. (Ord. 06-5, 4-4-2006, eff. 7-1-2006)
