2-13-2: COMPOSITION AND MEMBERSHIP:
   A.   Composition: The board shall consist of five (5) Commissioners from the community. All attempts will be made to maintain participation by real estate professionals, lending institutions, social service organizations, law enforcement and accounting backgrounds to lend their expertise to housing related issues. The five (5) Commissioners shall be appointed by the Mayor, subject to the approval of the majority of the Council. (Ord. 06-5, 4-4-2006, eff. 7-1-2006)
   B.   Term Of Office: All Commissioners shall serve five (5) year terms, with terms staggering so that one (1) vacancy occurs each year. (Ord. 06-5, 4-4-2006, eff. 7-1-2006; amd. 2017 Code)
   C.   Filling Vacancies: If any Commissioner from the board shall leave for any reason, the Mayor shall appoint a successor subject to the majority approval of the Council.
   D.   Compensation: All Commissioners shall serve without compensation except for their actual expenses, which shall be subject to the approval of the board.
   E.   Rules And Regulations: The board shall adopt such rules and regulations governing its organization and procedures, as may be required by local, State and Federal laws.
   F.   Committees: The board may establish any committee deemed necessary for the execution of its powers or duties as permitted by local, State and Federal laws.
   G.   Removal Of Board Members: For inefficiency, or neglect of duty, or misconduct in office, a Commissioner may be removed by a majority vote of the City Council only after a hearing before the City Council, and after the Commissioner shall have been given a copy of the charges at least ten (10) days prior to such hearing, and after the Commissioner shall have had an opportunity to be heard in person or by counsel.
