Such commission, known as the Historic Preservation Commission may be discontinued by adoption of an ordinance proposing such action and publishing notice as prescribed in section 362.3, Iowa Code, of such ordinance and of a date, time and place of a public hearing on the proposal, which such discontinuance shall not be sooner than thirty (30) days following said hearing.
