All monies received as deposits under the provision of §§ 54.14, 54.16, 54.19, and this section shall be paid to the village and credited to a Fund to be known as the Street Restoration Fund. The Mayor shall have the right to draw vouchers from time to time against said Fund for the labor, material, services, use of tools and equipment, payment of contractors, inspection, and supervision furnished by the village restoration. The Mayor shall also, on demand, after restoration has been completed, prepare vouchers in favor of depositors for balances due such depositors after the charges of the village for its services in connection with the restoration work have been paid.
