§ 54.14 STREET OPENINGS BY VILLAGE, COUNTY, OR STATE DEPARTMENTS.
   (A)   When the village shall require the installation of underground conduits or structures, it may obtain the necessary street opening permits without making any cash deposits.
   (B)   No cash deposit shall be required from the county for street opening permits. Where in any such case the work done greatly benefits the village, the street restoration may, with the approval of the Village Council, upon the recommendation of the Mayor and the Village Engineer, be made at the cost of the village.
