SECTION 9. SUBMISSION TO ELECTORS.
   Upon receipt of the certificate, certified copy of the proposed ordinance and petition, the Clerk shall certify the fact to the Council at its next regular meeting. If a regular election is to be held not more than ninety (90) days or less than forty (40) days after the receipt of the Clerk's certificate by the Council, Council shall cause such proposed ordinance to be submitted to a vote of the electors at such election. If no such election is to be held within the time aforesaid the Council may provide for submitting the proposed ordinance to the electors at a special election. If no other provision is made as to the time of submitting a proposed ordinance to a vote of the electors, it shall be submitted at the next election.
SECTION 10. BALLOT FORM.
   The ballots used when voting upon any such proposed ordinance shall state the title of the ordinance to be voted on and below it the two propositions: "For the Ordinance" and "Against the Ordinance". Immediately at the left of each proposition shall be a square in which, by making a cross (X) the voter may vote for or against the proposed ordinance.
SECTION 11. MAJORITY VOTE ON INITIATIVE.
   If a majority of the qualified electors voting on any such proposed ordinance shall vote in favor thereof, it shall thereupon become an ordinance of the City.
SECTION 12. REPEALING ORDINANCES.
   Proposed ordinances for repealing any existing ordinance or ordinances in whole or in part may be submitted to the Council as provided in this article.
SECTION 13. PUBLICATION, AMENDMENT OR REPEAL.
   Ordinances adopted as provided in this article shall be published and may be amended or repealed with the concurrence of six members of Council and the approval of the Mayor.

SECTION 14. WHEN ORDINANCES GO INTO EFFECT.
   No ordinance passed by the Council, unless it be an emergency measure or a measure excepted in Section 19 of this Article, shall go into effect until thirty (30) days after its final passage by the Council.

SECTION 15. RIGHT TO REFERENDUM.
   If at any time within said thirty (30) days a petition signed by qualified electors of the City equal in number to at least fifteen (15) percent of the total number of votes cast at the last preceding general Municipal election be filed with the Clerk of the Council requesting that any such ordinance be referred to a vote of the electors, it shall not become operative until the steps indicated herein have been taken.

SECTION 16. PROCEDURE.
   When such a petition is filed with the Clerk of the Council, the Clerk shall determine the sufficiency in valid signatures. If the petition be found sufficient, or be rendered sufficient by amendment, the Clerk shall certify that fact to the Council, which shall proceed to reconsider the ordinance. If upon such reconsideration the ordinance be not entirely repealed, the Council shall, at its next regular meeting, provide for submitting it to a vote of the electors.
