Each proposed ordinance or resolution shall be introduced in written or printed form, and shall not contain more than one subject which shall be clearly stated in the title; but general appropriation ordinances may contain the various subjects and accounts for which moneys are appropriated.
The enacting clause of all ordinances submitted by the Council shall be "Be it ordained by the Council of the City of Maple Heights", and the enacting clause of all ordinances submitted to the electorate shall be "Be it ordained by the Electorate of the City of Maple Heights".
Any ordinance or resolution passed by Council shall be signed by the President or other presiding officer and within twenty-four (24) hours after passage shall be presented to the Mayor by the Clerk.
If the Mayor approves such ordinance or resolution, the Mayor shall sign it within ten (10) days after its passage or adoption by Council. If the Mayor does not approve it, the Mayor shall return it to the Clerk of Council with written objections within said ten (10) days. The Clerk shall then present the objections to the Council immediately if it is in session, but not later than the next regular session thereof, and shall cause such objections to be entered on the journal of the Council.
If the Mayor fails to sign the measure, or fails to sign and present the objections strictly as herein provided, it shall take effect as though signed; the Mayor shall notify Council by its next regular meeting of the ordinances or resolutions that pass without the Mayor's signature, but if the Mayor presents such objections, the Council shall at its first regular meeting after receiving said objections reconsider said measure, and if then approved by a vote of two-thirds (2/3) of all members elected thereto, it shall take effect as though signed by the Mayor.
In a similar manner, and within a like time, the Mayor may object to any item in any measure appropriating money, but must sign such measure which will immediately validate only such appropriations as are not objected to. The Clerk and Council must take similar action upon said item so objected to as heretofore required to be taken in reference to ordinances and resolutions objected to by the Mayor.

The fiscal year of the City shall begin on the first day of January. On or before the first business day of March in each year the Director of Finance shall prepare an estimate of the expense of conducting the affairs of the City for the year. This estimate shall be compiled from detailed information obtained from the various departments and shall set forth all information required by State law or requested by Council.
Upon receipt of the estimate, the Council shall at once prepare an appropriation ordinance in such manner as may be provided by ordinance or resolution, using the estimate as a basis. Provision shall be made for public hearings upon the appropriation ordinance before a committee of the Council or before the entire Council sitting as a committee of the whole.

Any accruing revenue of the City not appropriated as hereinbefore provided, and any balance at any time remaining after the purposes of the appropriation shall have been satisfied or abandoned, may from time to time be appropriated by the Council to such uses as will not conflict with any uses for which such revenues specifically accrued.
No money shall be drawn from the treasury of the City, nor shall any obligation for expenditure of money be incurred, except pursuant to appropriations made by the Council. At the end of each year all unexpended balances of appropriations shall revert to the respective funds from which the same were appropriated, and shall then be subject to future appropriation; but fixed appropriations for longer periods may be made in furtherance of improvements or other objects or work of the City which will not be completed within the current year.
Money appropriated as hereinbefore provided shall not be used for purposes other than those designated in the appropriation ordinance without authority from Council and a certificate of the Finance Director that such money is not encumbered by prior appropriations.
