Any power or function now or hereafter granted to or vested in the City of Maple Heights, the exercise or execution of which is not in this Charter specifically delegated to or vested in some officer or department, shall be vested in the Council, and it shall be the duty of the Council, by appropriate legislation, to make provision for the exercise thereof directly or by delegation thereof.
