SECTION 3. MAYOR AS DIRECTOR OF SAFETY.
   The Mayor shall be the Director of Safety and as such shall exercise all powers and perform all duties delegated to and conferred upon the Director of Safety by this Charter, the ordinances of the City and the laws of the State of Ohio.

SECTION 4. MAYOR'S APPOINTING POWERS.
   The Mayor shall have power to appoint and remove or suspend the Director of Service, Director of Finance, and Director of Law. All other officers or employees whose appointment is not herein otherwise specifically provided for, and not otherwise provided for by law or ordinance, shall be appointed by the Mayor, and they shall serve until removed by the Mayor or until their respective successors are appointed and qualified. The appointment of directors of departments must have the approval of Council.

SECTION 5. DUTIES OF MAYOR.
   The Mayor shall act as chief conservator of the peace of the City; cause all ordinances of the City to be enforced; recommend to the Council for adoption such measures as the Mayor may deem necessary or expedient; prepare and submit to the Council such reports as may be required by that body; and exercise such powers and perform such duties as are conferred or required by this Charter, by ordinance or resolution, or by the laws of the State.
SECTION 6. MAYOR'S INVESTIGATION.
   The Mayor may, without notice, cause the affairs of any department or the conduct of any officer or employee to be examined. Any person or persons appointed by the Mayor to examine the affairs of any department or conduct of any officer or employee, shall have the same power to compel the attendance of witnesses, and the production of books and papers and other evidence and to cause witnesses to be punished for contempt, as is conferred upon the Council or a committee thereof by this Charter or by law.
SECTION 7. ABSENCE OR VACANCY IN OFFICE OF MAYOR.
   In the event of any vacancy in the office of the Mayor, the President of the Council shall succeed to such office until the next regular election occurring ninety days after the vacancy, at which time the Mayor's office shall be declared vacant and the successful candidate for Mayor will again be elected for the unexpired term. If the Mayor is temporarily absent from the City, or becomes temporarily disabled from any cause, his or her duties shall be performed during such absence or disability by the President of Council.

SECTION 8. LOCATION OF OFFICE.
   The Mayor shall have an office at the City Hall.

SECTION 9. RIGHT OF MAYOR AND DIRECTORS IN COUNCIL.
   The Mayor and the directors shall be entitled to be present at any and all meetings of the Council and shall be furnished the same accommodations in the Council Chamber as are furnished Councilpersons. The Mayor shall have the right equal to that of any Councilpersons in the introduction of ordinances, resolutions and other measures, and in the discussions of the Council, and each director in respect to matters relating to his or her department shall have the same right of discussion as any Councilperson. Neither the Mayor nor any director shall have a vote in the Council.
ARTICLE VI
Judicial Powers
   The Mayor shall have all the judicial powers granted generally by the laws of Ohio to mayors of cities unless, until and to the extent that other lawful provisions shall be made for the exercise of all or any such powers.
