ARTICLE IV
Salaries
   The Council shall have the power to fix the salaries of all employees of the Municipality whether elected or appointed. The Council may authorize the payment or reimbursement of expenses incurred by any official, employee, or member of any department, board or commission of the Municipality for travel or expenses incidental thereto incurred in the furtherance of the interests of the Municipality.

ARTICLE V
The Executive
SECTION 1. EXECUTIVE AND ADMINISTRATIVE POWERS.
   The executive and administrative powers of the City shall be vested in the Mayor, directors of the departments and other administrative officers provided for in this Charter or by ordinance.
SECTION 2. MAYOR AS CHIEF EXECUTIVE.
   The Mayor shall be the chief executive of the City.
SECTION 3. MAYOR AS DIRECTOR OF SAFETY.
   The Mayor shall be the Director of Safety and as such shall exercise all powers and perform all duties delegated to and conferred upon the Director of Safety by this Charter, the ordinances of the City and the laws of the State of Ohio.

SECTION 4. MAYOR'S APPOINTING POWERS.
   The Mayor shall have power to appoint and remove or suspend the Director of Service, Director of Finance, and Director of Law. All other officers or employees whose appointment is not herein otherwise specifically provided for, and not otherwise provided for by law or ordinance, shall be appointed by the Mayor, and they shall serve until removed by the Mayor or until their respective successors are appointed and qualified. The appointment of directors of departments must have the approval of Council.

SECTION 5. DUTIES OF MAYOR.
   The Mayor shall act as chief conservator of the peace of the City; cause all ordinances of the City to be enforced; recommend to the Council for adoption such measures as the Mayor may deem necessary or expedient; prepare and submit to the Council such reports as may be required by that body; and exercise such powers and perform such duties as are conferred or required by this Charter, by ordinance or resolution, or by the laws of the State.
