141.01 INVESTIGATION; POWER OF ARREST.
The Chief of the Fire Division, the Assistant Chiefs, the Captain designated as the Administrative Officer of the Division and all members of the Fire Prevention and Arson Bureau of the Fire Division are authorized and empowered to investigate the cause of fires, to examine witnesses, compel the attendance of witnesses and the production of books and papers and to do and perform all other acts necessary to the effective discharge of such duties. Such officers may administer oaths, make arrests, and enter, for the purpose of examination, any building which in the opinion of such officer, is in danger from fire.

141.02 RECORD OF FIRES.
The Fire Chief shall keep in convenient form a complete record of all fires. Such record shall include the time of the alarm, location of fire, cause of fire if known; type of building, name of owner and tenant, purpose for which occupied, value of building and contents and such other information as he may deem advisable or as may be required from time to time by Council.

141.03 PRACTICE DRILLS.
The Fire Chief shall hold a monthly practice drill of at least one hour's duration for the Fire Division, when the weather permits, and give the firemen instructions in approved methods of fire-fighting and fire prevention.

141.04 AGE QUALIFICATIONS.
No person is eligible to receive an original appointment to the Fire Division, as a firefighter, unless he or she has reached the age of eighteen years of age. No person is eligible to receive an original appointment when he or she is thirty-three years of age or older, and no person can be declared disqualified as over age prior to that time.
These provisions shall not be construed to eliminate any other requirements established by law for original appointments.
