Section 15.01 Statutory Law, Definitions, Vote and Employment.
   (A)    Except as provided in this Charter, the statutory laws of Ohio pertaining to the statutory plan of government for a City shall remain in effect.
 
   (B)   As used in this Charter, unless the context otherwise requires:
      (1)   Words in the present tense include the future tense.
      (2)   Words in the masculine gender include the feminine and neuter genders.
 
   (C)    Each action taken by the Council or any board or commission of the City shall be authorized by a vote of at least a majority of all those elected or appointed thereto, respectively, unless a greater or lesser vote of its members is required by this Charter, ordinances or resolutions of the City or the general laws of Ohio. In the event of a conflict, with respect to the number of votes required, among the provisions of this Charter, the City's ordinances and resolutions and the general laws of Ohio, the provisions of the Charter shall prevail over conflicting provisions of such ordinances and resolutions and laws; and the provisions of such ordinances and resolutions shall prevail over conflicting provisions of such laws, unless otherwise required by this Charter.
 
   (D)   Every employee of the City on the effective date of this Charter shall continue in such employment subject in all respects to the provisions of this Charter and ordinances, rules, regulations or laws enacted or promulgated pursuant to this Charter.
 
   (E)   Except as otherwise provided by this Charter, all persons holding office at the time this Charter takes effect shall continue in office and in the performance of their duties until other provisions have been made in accordance with this Charter for the performance or discontinuance of the duties of the office. When that provision shall have been made, the term of any officer shall be abolished. The powers conferred and the duties imposed upon any officer, body, commission, board, department or division of the City under the laws of Ohio or any municipal ordinance, resolution or contract in force at the time this Charter takes effect, if the office, body, commission, board, department or division is abolished by this Charter, shall thereafter be exercised and discharged by those upon whom are imposed corresponding functions, powers and duties by this Charter or by any ordinance or resolution of Council thereafter enacted.
