PREAMBLE

To ensure that we may have the benefits of municipal home rule and exercise all of the powers of local self-government conferred under the Constitution and statutes of the State of Ohio, We, the citizens of the City of Mansfield, Ohio, do hereby adopt this Charter for our municipality.
