   1505.01 PURPOSE AND INTENT.
   The purpose and intent of this chapter is to prescribe and establish minimum requirements and controls to safeguard life, property or public welfare from the hazards arising from the aboveground storage of flammable liquids. All matters within the intent of this chapter and not covered hereby shall comply with accepted engineering practice standards. If there is a conflict between this chapter and the rules and regulations of the State, the requirements which provide the greatest safety shall be applied.

   1505.02 AUTHORITY.
   The regulations established under this chapter shall be enforced by the Fire Chief and the Fire Prevention and Arson Bureau in the Fire Division.

   1505.03 APPLICATION.
   The provisions hereof shall apply equally to new and existing facilities, except that existing conditions not in strict compliance with the requirements of this chapter shall be permitted to continue when the exceptions do not constitute a distinct hazard to life or property in the opinion of the enforcement officer specified in Section 1505.02.
