(A) The city’s Public Works Department, with the approval of the City Council, is authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in their opinion, interfere with traffic or create a hazardous situation.
(B) When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

(A) The city’s Public Works Department, with the approval of the City Council, is authorized to erect signs indicating no parking upon any street when the width of the roadway does not permit safe passage of traffic flow under existing conditions.
(B) When official signs prohibiting parking are erected upon such streets as authorized in division (A) above, no person shall park a vehicle upon any such street in violation of any such sign.

(A) Application of provisions. The provisions of divisions (B) and (C) below and §§ 70.09 and 70.10 prohibiting the standing or parking of a vehicle shall apply at all times or at those times specified in division (C) below and §§ 70.09 and 70.10 of this chapter, or as indicated on official signs, except when it is necessary to stop a vehicle to avoid conflict with other traffic, or in compliance with the directions of a law enforcement officer or official traffic-control device.

(B) Regulations not exclusive. The provisions of this section and §§ 70.09 and 70.10 of this chapter imposing a time limit on parking, shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

(C) During certain hours when signs erected. When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified on any day, except Sundays and public holidays within the district.

When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours of 9:00 a.m. and 6:00 p.m. of any day, except Sundays and public holidays within the district, for a longer period of time than specified in this section.

Whenever by this traffic code or any other ordinance of the city any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the city Public Works Department to erect appropriate signs giving notice thereof, and no such regulations shall be effective unless the signs are erected and in place at the time of any alleged offense.

(A) No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of the Phillips County Sheriff’s Office or the city’s Compliance Officer or traffic-control device, in any of the following places:
(1) On a sidewalk;
(2) In front of a public or private driveway;
(3) Within an intersection;
(4) Within ten feet of a fire hydrant;
(5) On a crosswalk;
(6) Within 20 feet of a crosswalk at an intersection (end zone);
(7) Within 50 feet of the nearest rail or a railroad crossing;
(8) Within 20 feet of the driveway entrance to any fire station;
(9) Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
(10) On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
(11) Upon any bridge or other elevated structure upon a highway or within a highway tunnel; and
(12) At any place where official signs prohibit stopping.
(B) No person shall move a vehicle not lawfully under his or her control into any such prohibited area or away from a curb such a distance as is unlawful.

(A) The City Council, is authorized to determine and designate, by proper signs, places not exceeding 100 feet in length in which the stopping, standing or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
(B) When official signs are erected at hazardous or congested places as authorized in this section, no person shall stop, stand or park a vehicle in any such designated place.

From December 1 until March 1, no person shall stand or park any recreational vehicle on any street or alley for any purpose or period of time other than for the expeditious loading or unloading of such vehicle. The term RECREATIONAL VEHICLE includes, but is not limited to, motor homes, campers, boat trailers and utility trailers. The penalties for a violation of this section shall be as set forth in this traffic code.
