MAYOR AND COUNCIL
(A) Regular meetings; generally. Regular meetings of the City Council shall be held on the first and third Mondays of each calendar month at 7:00 p.m. or the day and time as the Council approved at a regular meeting from time to time. Any regular meeting falling upon a holiday shall be held on the next following business day at the same time and place. All meetings, including adjourned meetings, shall be held at 525 Main, the Community Center.
(B) Schedule of regular meetings. The City Clerk-Treasurer shall prepare and keep a schedule of regularly planned meetings of the City Council, Planning Commission, or other boards. This schedule shall be updated annually January 1.
(C) Special meetings. Special meetings must be preceded by 3-day posted notice as 3-day mailed notice to regular board members and any person requesting particular notice of special meetings. Three-day published notice of special meetings may be an alternative to the posted and mailed notice.
(D) Emergency meetings. Emergency meetings of the City Council may be called on less than 3-days notice for any matter, which, in the judgment of the public body, requires immediate consideration. A good faith effort shall be made to provide notice to any news media that has requested notification.
(E) Initial meeting. At the first regular Council meeting in January of each year, the Council shall:
(1) Designate the depositories of city funds;
(2) Designate the official newspaper;
(3) Choose 1 of the Council members as Acting Mayor, who shall perform the duties of the Mayor during the disability or absence of the Mayor from the city or, in the case of a vacancy in the Office of Mayor, until a successor has been appointed, and qualifies; and
(4) Appoint the officers and employees and the members of boards, commissions, and committees as may be necessary.
(F) Public meetings. All Council meetings, including special and adjourned meetings and meetings of Council committees, shall be open to the public.

(A) Who presides. The Mayor shall preside at all meetings of the Council. In the absence of the Mayor, the Acting Mayor shall preside. In the absence of both, the Clerk-Treasurer shall call the meeting to order and shall preside until the Council members present at the meeting choose 1 of their number to act temporarily as presiding officer.
(B) Procedure. The presiding officer shall preserve order, enforce the rules of procedure herein prescribed, and determine without debate, subject to the final decision of the Council on appeal, all questions of procedure and order. Except as otherwise provided by statute or by these rules, the proceedings of the Council shall be conducted in accordance with Robert’s Rules of Order, Revised.
(C) Appeal procedure. Any member may appeal to the Council from a ruling of the presiding officer. If the appeal is seconded, the members may speak once solely on the question involved and the presiding officer may explain his or her ruling, but no other Council member shall participate in the discussion. The appeal shall be sustained if it is approved by a majority of the members present, exclusive of the presiding officer.
(D) Rights of the presiding officer. Whenever the presiding officer desires to speak on a question or second any motion, he or she shall not vacate the chair. To make any motion, he or she shall vacate the chair, designate the Acting Mayor or, in his or her absence, some other Council member to preside temporarily, and shall not, resume the chair until the matter under consideration has been acted upon by the Council.
(E) Attendance.
(1) Penalties for absences of elected Council members may be imposed for non-justified absences by a deduction of 1/2 of the monthly meeting salary.
(2) Failure to participate in Council activities for 3 months is sufficient grounds to declare abandonment of office. A vacancy may be declared by Council when the office holder is unable to serve in the office or attend Council meetings for 90 days because of illness; or because of absence from or refusal to attend Council meetings for a 90-day period.
(3) The Council may, after declaring a vacancy exists, fill the vacancy at a regular or special Council meeting for the remainder of the unexpired term, or until the person is again able to resume duties and attend Council meetings. If the person is able to resume duties, the Council shall by resolution remove the temporary office holder and restore the original office holder.

(A) Who writes. Minutes of each Council meeting shall be kept by the Clerk-Treasurer, or in his or her absence, by the Deputy Clerk-Treasurer. In the absence of both, the presiding officer shall appoint a Secretary Pro Tem. Ordinances, resolutions, and claims need not be recorded in the minutes if they appear in other permanent records of the Clerk-Treasurer and can be accurately identified from the description given in the minutes.
(B) Approval. The minutes of each meeting shall be reduced to typewritten form, shall be signed by the Clerk-Treasurer, and copies thereof shall be delivered to each Council member as soon as practicable after the meeting. At the next regular meeting following the delivery, approval of the minutes shall be considered by the Council. The minutes need not be read aloud, but the presiding officer shall call for any additions or corrections. If there is no objection to a proposed addition or correction, it may be made without a vote of the Council. If there is an objection, the Council shall vote upon the addition or correction. If there are no additions or corrections, the minutes shall stand approved.

(A) Generally. Each meeting of the Council shall convene at the time and place appointed therefor. Council business shall be conducted to include the following:
(1) Call to order;
(2) Roll call;
(3) Approval of minutes;
(4) Consent agenda;
(5) Petitions, requests, communications, and citizen input;
(6) Ordinances and resolutions;
(7) Reports of officers, boards, and committees;
(8) Unfinished business;
(9) New business;
(10) Miscellaneous; and
(11) Adjournment.
(B) Varying order. The order of business may be varied by the presiding officer; but all public hearings shall be held at the time specified in the notice of the hearing.
(C) Agenda. The Clerk-Treasurer shall prepare an agenda of business for each regular Council meeting and file a copy in his or her office not later than 1 or 2 days before the meeting. The agenda shall be prepared in accordance with the order of business and copies thereof shall be delivered to each Council member and posted as far in advance of the meeting as time for preparation will permit. No item of business shall be considered unless it appears on the agenda for the meeting or is approved for addition to the agenda by a unanimous vote of the Council members present.
