§ 30.25 CLERK-TREASURER; ANNUAL AUDITS.
   (A)   Pursuant to the authority granted by Laws 1961, Chapter 230, the Offices of Clerk and Treasurer in the City of Madison Lake, Blue Earth County, Minnesota, are hereby combined in the Office of Clerk-Treasurer.
   (B)   Beginning with the year in which this section becomes effective and each year thereafter, there shall be an audit of the city’s financial affairs by the State Auditor or a public accountant in accordance with minimum auditing procedures prescribed by the State Auditor.
   (C)   This section is effective upon passage by the City Council.

§ 30.26 ADMINISTRATOR POSITION ESTABLISHED.
   There is hereby established the position of City Administrator for the City of Madison Lake. This section and duties become effective upon the adoption by the Council.
   (A)   Qualifications. The City Administrator shall have the same general qualifications for municipal service as other city employees pursuant to city personnel policies.
   (B)   Appointment. Appointment shall be made by the City Council solely based on executive, administrative, education, and experiential qualifications. Unless otherwise indicated by this section or action of the City Council, the City Administrator shall be subject to any adopted city personnel policy.
   (C)   Purpose. This section is to provide for a reorganization of the administration of the city so as to provide more clearly the duties and responsibilities of various positions and to make the administration more efficient.
   (D)   Establishment. 
      (1)   The position of Administrator is hereby established and that person shall be the chief executive officer of the municipality.
      (2)   The Administrator shall be chosen by a majority of the City Council. Terms, conditions and tenure of employment of that person shall be determined by written contract entered into with the city. The position of City Administrator shall be terminable at the will and pleasure of the City Council.
