§ 54.15 PERMIT REQUIRED.
   (A)   A written request addressed to the Buildings Committee must be submitted at least seven days in advance of the event to be scheduled on or in a county building or grounds, as listed in § 54.01, unless the requestor can show by the preponderance of the evidence, that the cause or reason for the requested demonstration, meeting, gathering or parade was not known, contemplated, reasonably foreseeable, resulted from changed circumstances or was not in existence within those seven days, except that no such request shall take precedence over an activity which was previously scheduled and approved by the Buildings Committee.
   (B)   An applicant shall restore any areas described in the permit to their pre-use appearance and condition, less reasonable wear and tear, with the Buildings Committee being the final arbiter of the adequacy of the clean-up. This division (B) applies to any organization receiving permission from the Buildings Committee to county buildings and grounds specified in § 54.01 for meetings or gatherings pursuant to §§ 54.46 and 54.47.
   (C)   Any organizations permitted to use the Courthouse or the buildings or grounds specified in § 54.01 shall be responsible for any injury or damage caused by the negligent or willful misconduct of their members or participants. Any individual causing any damage or injury to any persons or property are primarily responsible for same.
