Violations of ordinances that are enforced by the Code Enforcement Board shall be subject to the following schedule of civil fines.
(A) If a citation for a violation of an ordinance is not contested by the person charged with the violation, the penalties set forth in this division shall apply; however, the Board may waive all or any portion of a penalty for an uncontested violation, if in its discretion, the Board determines that such waiver will promote compliance with the ordinance in issue.

(A) The city shall possess a lien on property owned by the person found by a final, nonappealable order of the Code Enforcement Board, or by a final judgment of the court, to have committed a violation of a city ordinance for all fines assessed for the violation and for all charges and fees incurred by the city in connection with the enforcement of the ordinance.
(B) The lien shall be recorded in the office of the County Clerk. The lien shall be notice to all persons from the time of its recording and shall bear interest until paid.
(C) The lien shall take precedence over all other subsequent liens, except state, county, school board, and city taxes, and may be enforced by judicial proceedings.
(D) In addition to the remedy prescribed in division (A), the person found to have committed the violation shall be personally responsible for the amount of all fines assessed for the violation and for all charges and fees incurred by the city in connection with the enforcement of the ordinance. The city may bring a civil action against the person and shall have the same remedies as provided for the recovery of a debt.

(A) The officers shall be a chairman and a vice chairman.
(B) The chairman shall preside at all meetings and hearings of the Board and shall have the duties normally conferred by parliamentary usage of such officers.
(C) The chairman shall be a full voting member of the Board and shall have the privilege of discussing and otherwise taking part in all matters before the Board.
(D) The vice chairman shall act in the absence of the chairman, and a member selected from the Board may be designated to serve in the absence of the chairman and the vice chairman.

(A) Nomination of officers shall be made from the members at the annual organizational meeting in July of each year, and the election shall be held immediately thereafter.
(B) A candidate receiving a majority of the votes cast shall be declared elected and shall serve a term of one year or until a successor shall take office.
(C) Vacancies in the office of chairman or vice chairman shall be filled as soon as possible by the election procedure described above.

(A) Meetings of the Board shall be held as necessary upon the call of the chairman, or when called by at least three members of the Board by written notification to the chairman.
(B) Meetings shall be held at the City of Lyndon City Hall at the time set forth in the notice of the meeting.
(C) Notice of all meetings, both regular and special, shall be given to all board members at least 24 hours in advance of the meeting. All notices of hearings shall be sent to each member of the Board no later than seven days before the date of the hearing. Notices of all meetings and hearings of the Board shall also be forwarded to code enforcement officers and other city personnel at the same time the notices are sent to the code board members.
