No person shall erase, alter or modify any lines, figures or coloring contained upon any such drawings or specifications filed with the Building Commissioner. If during the progress of the execution of such work it is desired to deviate, in any manner affecting the construction or other essential of the building, from the terms of the application, plans or specifications, notice of such intention to alter or deviate shall be given in writing to the Building Commissioner and his or her written assent shall be obtained before such alteration or deviation may be made. If such change or deviation affects the bearing or structural parts of such building, or its classification or grade of occupancy, new plans thereof shall be submitted to the Building Commissioner for approval.
