The Building Commissioner or his or her authorized representative may waive the requirements set forth in Section 1321.01 and allow work at times other than those specified in Section 1321.01, by giving special permission, in writing, if it is determined by the Building Commissioner or his or her authorized representative that special emergency conditions exist such that the work is immediately necessary to preserve, protect or ensure existing construction against loss or damage or is necessary to prevent impairment of the habitability of a residential premises, or as necessary to preserve the public safety.
