No driller/permittee shall detonate explosive devices, other than in the process known as perforate, or perform the process called fracturing, between the hours of 9:00 p.m. and 7:00 a.m. of the next day. There shall be no cable tool drilling allowed in the City. All operations shall be conducted in such a manner as to eliminate, as far as practical, dust, noise, vibration and noxious odors.
