The Finance Director shall keep a correct account of all receipts, make out all bills for water rents and materials furnished to consumers, collect the same, and deposit the proceeds so collected to the account of the water works fund of the municipality, and in accordance with the direction of the city manager.

Whenever he deems it necessary for the protection of the public health or safety, the city manager or his authorized representative may inspect the premises of buildings of any water consumer for the purpose of examining the condition of all pipes, motors, meters and water fixtures, or the manner in which the water is used. He shall be vigilant to protect and remedy all abuses, whether from waste or other improper use of water. (Prior code § 4-3-4)
The city manager is authorized to control, limit or cut off the constant flow of water supplying an area or areas of the city as may be warranted and reasonably calculated to maintain adequate water pressure in distribution pipelines to fight, control or prevent the spread of fire or to control any other emergency inimical to the public welfare, health and safety. The city meter shall be placed at the property line of the connector and a residential or commercial connection from such city meter shall be installed at the expense of the connector, in accordance with regulations of and subject to the inspection of the city. (Prior code § 4-3-17)
Consumers shall prevent unnecessary waste of water and keep all water outlets closed when not in actual use. Hydrants, urinals, water closets, bathtubs and other fixtures must not be left running for any purpose other than the use for which they were intended. In addition to the penalty provided in Section 1.16.010 for code violations, the water supply may be turned off where any such waste occurs. (Prior code § 4-3-7)
