133.01 DEPARTMENT OF SERVICE; DIRECTOR OF SERVICE.
   (a)   The Department of Service shall have the custody, care and maintenance of the public buildings, grounds, streets, storm sewers and municipal utilities owned by the City. The administrative head of this department shall be known as the Public Works Superintendent and such position shall be filled by the City Manager and shall be responsible for managing and supervising all public works and undertakings of the City as set forth in subsection (b) hereof.
   (b)   The Public Works Superintendent shall manage and supervise all public works and undertakings of the City except as otherwise provided by the Charter or state law. The superintendent shall supervise the improvements and repair of parks, streets, avenues, alleys, lands, lanes, squares, bridges, sidewalks, storm sewers, drains, ditches, culverts, streams and watercourses, the lighting, sprinkling, and cleaning of public places, and the construction of public works, except those having reference to the Department of Safety or as otherwise provided by the Charter or state law. The Public Works Superintendent shall manage the municipal water works, and shall make and preserve surveys, maps, plans, drawings, and estimates of and for the City. They shall supervise the construction and have charge of the maintenance of public buildings and other property of the City. They shall perform such other duties as may be assigned by ordinance of the City or as directed by the City Manager.
