(a) Revocation. All Computerized Internet Sweepstake Terminal Café Permits issued under this Chapter shall be subject to revocation or suspension by the City Manager upon the City Manager's finding of the occurrence of any breach of the conditions and requirements of Section 745.09.
(b) Hearing. A Permit shall not be revoked nor suspended without a hearing before the City Manager. The Permit holder shall be given at least ten days prior written notice of intent to revoke, or suspend which shall set forth the time and place of the hearing and the specific reasons for such suspension or revocation. The Permit holder shall have the right at the hearing be represented by counsel to present testimony and other relevant evidence and to orally examine any person offering evidence as to the reasons for revocation. The City Manager shall render a written decision as to such revocation or suspension within 14 days of any hearing. Permit Holder shall have the right to file an appeal from such revocation as set forth in Section 745.07
