927.54 INDUSTRIAL COST RECOVERY RATES AND CHARGES.
   (a)   Industrial cost recovery rates and charges shall be prepared, billed, and collected in the manner provided by law and ordinance.
   (b)   The industrial cost recovery charges for treatment services shall become effective for services rendered during the first calendar quarter following completion of construction and shall be prepared and billed monthly.
