The City shall have the right to premise future charges not only on the volume but also on the strength and character of the waste which it is required to treat. The City shall have the right to measure the strength and content of all wastes discharged either directly or indirectly into the sewerage system in such reasonable manner in accordance with accepted engineering criteria in order to determine a proper charge. Extra charges or surcharges based on the strength and content of wastes may be determined by ordinance of the Council, provided that the covenants with the holders of bonds payable from the revenues of the sewerage system contained herein are not breached thereby.
