927.47 CHARGES FOR NONUSERS OR PARTIAL USERS.
   (a)   In the case of any user served by the sewerage system directly or indirectly which is not a user of water supplied by the City or is only a partial user thereof, the Department of Service shall determine the sewer charges therefor, based on the Department's judgment of the amount of water discharged into the sewerage system; or the owner or other interested party at his expense may install and maintain a meter acceptable to the Department of Service for the purpose of determining such sewer charge.
   (b)   However, where water not requiring treatment is used by an owner of property situated within the corporate limits and such water is not discharged into the sanitary or storm sewer systems, then, on application made by the owner to the Department of Service and proof of the condition satisfactory to the Department of Service and to the City Manager, the City Manager may authorize installation of a separate water meter to measure and charge for the extra water so used not treated by the sanitary sewerage system. Installation of a separate meter shall be made solely at the expense of the property owner.
   (c)   No person, natural or corporate, shall receive any free sewerage or sewage disposal service from the City.
