927.24 PERMIT REQUIRED FOR CONSTRUCTING, CONNECTING WITH, OR OPENING SEWER; FEE.
   (a)   No house sewer shall be constructed to connect with a public sanitary, storm, or combined sewer, nor shall any connection be made to said public sewer within the City until the written permission of the Superintendent has been obtained by the person, firm, or corporation employed to perform the work. An application for a permit shall be signed by the owner, agent, or lessee of the property for which the connection is to be made, and by the person, firm, or corporation employed to perform the work and must describe the property and state the purpose for which the connection is desired.
   (b)   The application shall be accompanied by a fee of five dollars ($5.00)
